The Church: The New Testament church is not a democracy. It is not an institution where every member has voting rights as to what it does and what it does not do. Quite to the contrary, it is a monarchy. It is a divine monarchy. Jesus Christ is the head or king. The Bible teaches in Ephesians 1:22-23, that God "gave him to be the head over all things to the church. Which is his body, the fullness of him that filleth all in all". He is the one and only lawgiver. The Bible says in James 4:12, "There is one lawgiver, who is able to save and to destroy: who art thou that judgest another?". In Christ legislative, executive and judicial powers meet and merge. He possesses all authority as we learn from Matthew 28:18. He has made the laws for his church. He executes them. He will one day judge all according to his system of Biblical truth.


Pastor: The primary function of the pastor is to be about the business of preaching and teaching the gospel to those whom he has been called as an undershepherd. The proclamation of the Word is to be the pastor’s number one focus and priority, and that all other things are to be considered as minor in comparison to the exposition of the Scriptures to the congregation. 

Romans 10:14-17 in the KJV says, "How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher?  And how shall they preach, except they be sent? as it is written, How beautiful are the feet of them that preach the gospel of peace, and bring glad tidings of good things! But they have not all obeyed the gospel. For Esaias saith, Lord, who hath believed our report? So then faith cometh by hearing, and hearing by the word of God."

The word "Bishop" describes the office of Pastor in his official duty of overseer of TRUTH. This "overseeing" is different than watching over the flock as Pastor. The office describes the work of "overseeing" doctrinal purity. When he Bishops, he is insuring that no one comes and brings a doctrine or teaching that is not Apostolic. As a Bishop, he will halt all false teachers, preachers, gifts out of order, people out of order, and any other thing contrary to sound doctrine. His work as a Bishop is often greater than his work as Pastor. As a Bishop, he represents the Apostles in doctrinal purity. Any Pastor who has not come into the Apostolic Church is therefore not qualified to be a Bishop. To be a Bishop, Truth must be the focus. The whole Truth and nothing but the Truth as revealed in the Holy Scriptures.


Elder:  A person valued for his wisdom who accordingly holds a particular position of leadership responsibility in the church. Simply put, the elders should be peacemakers, prayer warriors, teachers, leaders by example, and decision makers. They are the preaching and teaching leaders of the church. It is a position to be sought but not taken lightly—read this warning: "Let not many of you become teachers, my brethren, for you know that we who teach shall be judged with greater strictness" (James 3:1).

Acts 20:28 "Be on guard for yourselves and for ALL THE FLOCK, AMONG WHICH the Holy Spirit has made you OVERSEERS, to SHEPHERD the church of God which he purchased with His own blood."

1 Pet 5:1-3 "Therefore, I exhort the elders AMONG YOU ... shepherd the FLOCK OF GOD AMONG YOU ... proving to be examples to the flock"

1 Pet 5:1 "I exhort the elders among you, as your fellow-elder"  Peter was an elder but he was not higher in rank than any other elder.

All elders in the eldership are of equal authority.  Elders have authority only over the members of the local church, not members from outside congregations.
